I’sis Garza Death – Odessa Woman, 22, Dead After Tuesday Night Shooting

The call came in around 7:30 p.m. on a Tuesday. Gunshot victim near the High Plains Apartments in north Odessa. Officers headed to the Andrews Highway area. When they arrived, they found a woman on the ground. She was not moving. Her name was I’sis Garza. She was 22 years old.

Emergency medics worked on her right there. It did not matter. She died at the scene. Police secured the area and started looking for answers. Who pulled the trigger? Why? Did anyone see it happen?

Detectives interviewed neighbors. They collected physical evidence. They pieced together a timeline. Someone told them about a purple Dodge Charger that had left the area fast. That car became the focus.

Officers spotted the Charger heading south on Grant Avenue. They pulled it over. Behind the wheel sat David Dewayne Horn Jr., also 22. Police took him to the Odessa Police Department for questioning. During the interview, he admitted to the shooting. He said the victim was his common law wife. They had been arguing. Then he fired.

Investigators secured a warrant. Horn was charged with murder, a first degree felony. They booked him into the Ector County Law Enforcement Center. As of his arrest, no bond had been set.

The High Plains Apartments complex is normally quiet. Tuesday night changed that. Neighbors are now asking whether this was an isolated explosion of anger or a sign of something larger. Police have not released additional details about the relationship between Horn and Garza or what the argument was about.

The case will move through the courts. More information will come out during hearings and trial proceedings. For now, Odessa has lost a 22 year old woman. And a 22 year old man sits in jail, accused of killing the person he was married to under Texas common law.
